Desktop Software Development for laptop Diagnosis and laptop Characteristic

Hello,
we need an expert to create a tool that allow us to have a Diagnosis on the computer, know if the laptop has video card issues and possible solutions to perform, to resolve, (also only if possible CPU or RAM issues), and also know the screen characteristics, model if possible, or at least resolution.
The tool will need a subscription for our client, with a monthly payment and our system should create a key to send to the client, that can be active only as long as the subscription is active.

_We also need a second tool, this is just for us, where we add our product list, with characteristics via excel, that allow us to manage price easily basing on specific criteria , we will talk about via Skype.
