CRM Replacement for Logics

Tax Resolution company desires to replace IRSLOGICS with a customized CRM that:

-properly accounts for revenue and cash collect by lead source, case and salesperson and opener (ability to track upsells also)
-allows for case assignments and tasks and aging and monitoring of case progress (ability to have multiple cases for one client)
-incorporates scripts for sales persons, auto-populates IRS and state forms, and has a series of intake interview screens that will feed the forms but will generate separate interviews when modified.
-allows for integrated document storage faxing and emailing to clients and third parties
-has an audit trail for all major functions
-integrated payment processing with our processors

Options that require a per user license fee are strongly disfavored. Please advise the proposed timeline for delivery and budget
