Required Software Design freelancer for Computer Programmer needed to write simple programme to transfer data from Wordpress Forms plugin job

We need someone to create a simple programme which allows us to easily import our exported (.csv format) demographic patient data into our 'Best Practice' Medical software by changing the format to .xml.
The new software tool needs to be created specifically for the layout of our .csv files and rewrite the file into a file with the correct .xml format.

I will share a brief information with shortlisted candidates.
