Required software development,Website Development freelancer for Saas platform for service businesses with app job

I am looking for a strong UI/UC designer / team and qualify developers to work together to create a saas platform.

The platform will be for service businesses
- the businesses will be able to sign up on the front end website and then they will be directed to an admin panel to manage their business.

Please see attached document for brief overview. I will want wireframes / UI/UX designs and prototype as a first payment milestone and these will need to be signed off prior to the software / app / front end website being created. I expect a strong UI/UX developer to provide quality designs.
