Required Data Mining freelancer for Build a database of boat and sailing enthusiasts in the UK job

I am looking to run an event for people who own boats or are interested in boats/sailing/rowing etc however I don't really know where to start.

I am hoping to hear from a number of talented databse miners who will be able to source data (with email addresses) and how they plan to do this and where from?

I have set a budget of $100 dollars for this for now however this will grow if we find the right freelancer. So I would like to see where you plan to find the data from, how you can prove they are interested in boating (and ideally own a boat!) and how mamy contact email addresses you can source per $100 dollars.
