Required Website,Startup freelancer for Website for people to post their items for sale job

Looking for a person who could create a website that people could post their items for sale. It means, that if you have a computer, you can make a listing and then people can call you.
It should have advanced search system with filters.
Payment should be integrated as a vip feature for a listing.
If the project is well made, i would like that you would manage that site as an IT specialist later on.
I'm paying one time fee for this job. Send me your proposals with price and time frame.
