Required software development,Website Development freelancer for Role-based authorization with Vue and Firebase job

I need to set up an authorization for my Vue-PWA Firebase project, no need in design only Js.
The roles are:
Super-Admin has access to everything, invites admins, is only one in the system, shares parts of his data with couples admin-user.
Admin could invite users, has access to his users' public data, could give user access to the part of his own data, could not delete users.
User has only access to his own data and the data provided by admins (a few simultaneously)
