Required software development,Website Development freelancer for Need a program to rename files based on a database job

I have a large listing of files that have been renamed. The original information about the file is now in a database. I need a program that will connect to a MSSQL database and read a table with the information about the file and rename the physical file on the disk to the new name.

Current Files:
1.tmp
2.tmp
3.tmp

Database:
Key FileName
1 File.PDF
2 Picture.JPG
3 DOC.PDF

After the program runs the files on the disk should be filepdf, picture.jpg, and doc.pdf

It doesn't matter what language this program is written in as long as it runs on a Windows computer.
