Required software development freelancer for Cisco Meraki and Radius with Google Apps Setup job

I am looking for someone to help build a solution that will allow us to authenticate our internal staff on our Cisco Mareki WiFi and VPN network.
We want to issue signed certificates to each users laptop or mobile device so that they do not need to manage passwords for this purpose.
I want someone who can
- configure mareki
- configure free radius or some other radius based solution
- show me how to auto provision the mobile devices and laptops to use these certificates via software or scripts
