Required software development freelancer for Dynamics CRM Expert job

We need help to optimize our on-premise install of Dynamic CRM

Here are the issues:

CRM Crashes sporadically
Can not Merge Data
Can not promote Secondary or Tertiary Contacts to Primary contact.
Error Reports after almost every save
Assign all accounts by state to Owner
From Excel import, need to be able to merge into existing data
Add-ins not working
Cannot eliminate duplicates
