Custom GPS Spoofing Android App

I need a GPS spoofing app created for Android. Once developed, the files would be provided for me to upload onto the Google Play Store.

I need the app to do the following:
* When opened: Test to see if debug mode and spoofed coordinates are enabled in Androids settings.
** If disabled, display instructions and a link to the settings page to enable the feature.
** If enabled:
*** Show one input field for a pair of comma separated coordinates. (Such as: 38.889463,-77.035262)
*** Show a button to enable/disable GPS spoofing.
* When spoofing enabled:
** Provide that set of coordinates to other apps that use GPS coordinates.
** Display an icon in the notification bar.
** Continue spoofing coordinates even when the phone restarts.

These are the minimum features I need for the app, but I would like to hire someone I could rehire to add additional features in the future.
