Import large txt file to sql server table

Hi,
we have a large txt doc that we want to import into a sql server table.
There table doesnt exit and needs to be created based on the txt file with same structure (same columns). Column names are the first row.
The file in is Hebrew, and also column names will be (due to automation of creating them)
I will provide a example of the file containing the top row and 3 rows of data
We expect to perform the import of the file more then once, so the result of the job should not be only the populated table , but also a script that can be used again for performing same import.
