Apex ORDS upgrade assistance needed - Oracle 11G -> 19C

We are running Oracle Application express version 5 on an independent server (ORDS with tomcat and Apache) against an 11G database. We are using SSL in our Apex environment so there is an SSL certificate involved. Recently we installed Oracle 19C on a new server and migrated our data over to it from 11G. When we tried to point the Apex application at the 19C database it doesnt seem to be working. Looking for assistance to find out how to make this work. Does Apex version 5 work against Oracle 19C? If not we are open to upgrading. Please provide information in your bid for how you will approach the problem. Fixed bids or hourly rate based will be considered.
