Developer needed to create persistence of vision video clip

I am seeking an individual to create a short clip to run on a smartphone that demonstrates the visual phenomenon of persistence of vision. When running, the clip will appear to be showing a complete image of some scene or object, however when paused actually turns out to be showing only a series of sections of the image. This is analogous to how one can ‘see’ a complete image through moving fan blades even though the blades are in fact obscuring portions of the image at all times. For further understanding, search concepts of flicker fusion, black frame insertion, video interlacing, and even thaumatropes.
