I am looking for an app, script or service, compatible with Windows 10, which will set up a Windows Mobile Hotspot without the need for an active internet connection.
The app should get its settings from an ini file and run in the background after having been started manually or automatically as a service (at boottime)
As a reference, you could look at MyPublicWifi (www.mypublicwifi.com) but not as visible and with the posibility of not needing DHCP.
The basic idea is to set up a Windows 10 mobile hotspot with configurable settings WITHOUT the need for an active internet connection.
