I want to install Oracle XE 11g 32bits on Windows 2012 R2

i have created in command line the database

the command startup works (no error message)

but i cannot log with sqlplus, i have the error

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

Note: tnsping works and the service listener works
