PBX, DIALER, CRM, SMS

I am in need of someone that can assist me create a platform that can do all of the below mentioned. I want to use Signal wire as my carrier (Programmable API, SIP configurations.)

Lead nurturing is very important to me so I need something that will keep a history of all communications, such as, voice calls (recordings), sms, emails, and notes entered by agent in one single page. I would also like the ability to assign or reassign leads to another agent.

I am open to open source platforms to minimize costs.

1) Set up PBX system (includes securing)
All PBX standard features is fine.

2) Set up Dialer with CRM (Include securing)

A: Live agent monitoring - call whisper, barge, and call-takeover capabilities

B: Call transfer and call recordings (recordings available inside contact profile)

C: Automated answering machine detection with pre-recorded voice messaging drop (ability to choose different templates)

D: SMS inbound/outbound capabilities within contact profile (can we setup bulk?) (create templates with data append?) (can we also receive responses on mobile?

E: Predictive, Preview, and Power Dialer

G: Create Multiple Campaigns

H: Ability to add multiple phone numbers per contact ( 5 - 10)

I: Ability to create multiple dispositions. (also to filter individually)

J: If number is not good (disconnected, etc) to be able to skip calling that number and continue dialing additional number for that lead.

K: Click to Call

L: Adjustable caller ID

M: Call scheduling and reminder

N: Built in Webphone (WebRTC) or ability to use a landline, cell or soft phone

O: Create manager account (ability to create)

P: Create multiple agent account (ability to create)

Q: Programmable API ,SIP and VOIP settings for both voice calls and SMS

R: Custom Scripts (with data append?)

S: Check for duplicates

T: Last time called, if never called, number of times called

V: Create triggers to send an sms after 5 unsuccessful calls?
