need to create door access control with rfid for up to 200 people

I want to replace the current access control system with a standalone system. The control system needs a data base to govern individual permissions. Rfid scan in to unlock electronic door locks and a rfid scan out to log entry and exit times. Hardware can be designed around Arduino or PI or other if recommended as a better option.
