Illustration expert needed

We have an old illustration, but we only have it on paper in a miserable condition. We have photo material of the illustration, but we need a person who can clean the illustration (in photo shop) and make it ready for a reproduction. Right now there is some holes and signs of use that we need to get ridges of.
We still need the lines to look 100% like on the photo - different strokes and with noise on the edges. If possible and if it is not to costly we would like the illustration in vector. Better picture will be sent when we have found the right person.
