Simple Excel/VBA Auto-fill auto-populate dynamic PDF project

Our existing excel workbook has the following Data:
Sheet 1 = Every Customer information (Name, Address, Phone, email etc)
Sheet 2 = Every Contractor information (Name, Address, Phone, email etc)
Sheet 3 = Every Project Information (type of work, location, etc)

What i want is when someone Selects Customer A, and Customer B, for Project C, I need a series of PDFs to be automatically opened, updated with selected data, and either emailed or printed (depending on my choice). The PDFs are permit applications for various cities and counties so they are not all the same. Example below is an example. Our team could make them fallible if need be.

I will share a pdf file with shortlisted candidates.
