Create proxy system

Looking for a developer to create system by the description below. Preferred programming langue is node.js
Description:

Ability to login and connect to a server.
uploading IPv4 /22 or IPv4 /24 IP addresses should be done manually by my in easy way.

For managing those IP addresses described function should be available:

Assign IP addresses to users accounts. The user accounts is used by users to use the system.

Working system example:
I create account and connects to IPv4 /22 which he brings by himself and I add him those IPv4 /22 to his account. I charge him for using my system where he can manage those IP addresses.

Another example:
I added IPv4 /22 and IPv4 /24 so they all are at one pool.

Another example:
I have client Jon and he wants 10 proxies. I create new user at system control panel with further details: client name, proxies amount, valid until. All payments will be accepted manually by me. Then I just send TXT file with 10 active proxies logins. Proxies for the user should be active till valid until. After that proxies should be added to the main system pool.
