Looking for an inexpensive high quality responsive web designer to design/ develop a number of sites

We are looking for a high quality designer to develop professional looking web sites for a number of our businesses. We are looking for someone inexpensive in the beginning as we grow our businesses and create the sites we are looking for someone to develop 3 to 10 web sites for us in the beginning and to also work on making them better. We will be able to pay more once we get the business off the ground. Looking for someone very professional who has experience launching Enterprise level / professional web sites.
