Developer for HMRC PAYE RTI for Full Payment Submission (C#)

We want a C# client and a .NET class library that will allow us to perform monthly PAYE payroll submissions (FPS - Full payment submission). We want to be able to take the data, at the bottom of this job ad, of a given employee and be able to programmatically feed this to HMRC.

Ideally, we are looking for a freelancer that has experience with HMRC Developer Hub and can take full initiative on this job.
