MOSAICO template creation from HTML

I have an html file for email newsletter than needs to be converted to a template file compatible with the MOSAICO template language. I will share some documents with shortlisted candidates.
The template needs to have some background items and some draggable pieces. All draggable pieces need to have options like show / hide button.

I am looking for someone with experience with MOSAICO and with experience in HTML for responsive emails.
