Rotating Roster in Excel

I have about 100 employees who take contract work. I need someone to create a rotating roster/list of about 100 people in excel. I will also need the ability to create exceptions to people in the list so they stay at the top until they are selected to rotate. When the list rotates, the new list will start a few columns over. The rotating list will serve as a way to fairly distribute contract work. I will need to speak with the Developer to further clarify some rules.
