Need an excellent Full Stack Developer to create a training data management tool for me.

I need a strong full-stack developer to build and design a web application + backend API to support an internal tool that will allow me to :

1) Visualize bounding boxes + labels on images
2) Approve/reject images
3) User login/management and roles

I want this build in using Python or Java + Spring Boot only.
The ideal candidate can run with minimal instructions and is quick
