Pick newest file and send mail with Windows Command Prompt (cmd) Script

We need someone to design a quick script to locate the newest CSV file from a given folder, store its name to a variable/static file and send an email with a link to the file if there was no mail sent regarding that file before.

the script will run once a day from monday to friday. if the newest file was already mailed the script should send an email containing an error message.

current script does no output regarding the last file if run as a scheduled task.

for /f %%i in (dir XXX\\*.csv /b/a-d/od/t:c) do set LAST=%%i
blat.exe body.txt -server XXX -to XXX -f XXX -s new file! %LAST%
