Need Custom PCB Design for PC Gaming Controller

Im developing a gaming controller for PC. Its features are:

-Joystick (with push button)
-4 buttons
-3 bumpers (buttons like L1 and R1 in a Playstation controller)
-Li-Po Battery (with fuel gauge)
-BLE connection (module) to USB dongle (off the shelf dongle)
-Mircro USB connection (for charging and data transmission)
-On/Off button
-Plug and Play
-LED (to convey info about on/off state to user)
-Programmable buttons

I need someone to design a custom PCB based on the feature requirements above preferably on Eagle or Altium. My idea is to use an off-the-shelf USB dongle to avoid designing a custom one. Also, to use a module for the BLE to avoid certification costs. I already have an option in mind for the module (link), but Im open to suggestions.
The deliverables of this project, on a first instance, would include:

Create block diagram
Select critical components (based on performance, cost, size, and availability)
Design the schematic circuit diagram
Generate the Bill of Materials (BOM)
Design the Printed Circuit Board (PCB) layout

The second instance would include:

Order the prototypes
Program the firmware, if necessary
Testing and debug
Deliver working prototypes

Im dividing this in two because I would like to quote how much it would cost to complete each of them.

As for the board layout, I have a previous design which already has the board shape that maximizes area that fits in the enclosure and also has the correct placement for the joystick and the 4 buttons, so that part should be very easy. Think of it like half of a playstations controller. So it has a joystick, 4 buttons (like square, triangle, circle and X (which would be conductive pads)), and 3 bumpers (Like L1 and L2 on a PS controller, but 3) On the project files Ill attach an image of the board layout so you can take a look at the shape.

Im looking for someone who has plenty of experience with PCB design, who has done RF system design preferably. This is a commercial product intended to bring to market and mass manufacture. So Im looking for someone in the commercial production space and not in the maker space.

Also, Im looking for a fixed rate type of payment. There are not any specific deadlines for this project. We can discuss that. Budget is unspecified so Im setting it to 5$ for discussion.
