Web Development - Simple site

Hi,
I have a design ready (PSD) for a website which needs to be build in a way that we can call the content from different text files.

With something like React you will be able to use full path to the text and call it in as if it is coming form Web (like API call)

I dont like jQuery and all the issues come with it so I prefer you to use a framework like React, or Angular.

No need for Database. No need for backend. No need for Redux.

News page will be updated 12 times per year where I should be able to change the text file where I can add HTML inside that text file or some kind of Markup and it reflects to the site.

Your layout needs to match the design 100%. It is a simple design that I can share with you upon request.

There are 5 pages, About Us, Our Services, Registration, News, Contact.

News: is a single page (as I explained above)
Contact: Will be a form that needs to be emailed out, (No Serverside like PHP as the site will be hosted on S3)
There is a top banner which has some images, then need to be shown differently upon refresh.
You can add them statically to an array and randomly pick one in every refresh.
