Consultancy on Cloud Based Windows Web Hosting

We are after a few hours of independant consultancy on the pros and cons of moving a portion of our hosting into a cloud based solution.

We currently use on premise for all our hosting of mid-large scale ecommerce retail sites. We are looking to get some independant advice on whether we should consider cloud, and if it competes in a cost effective manner with what we currently do, as well as the more high tech benefits of cloud like auto scaling etc.
