Simple Web app: question viewer + vote + user auth

Looking for Full Stack Developer.

What is the app? Web App (mobile first) Question viewer where users able to view question / vote for a choice + add comment and add new question.

App description:

1. Signup (name email password university(text field)
2. Login
3. Ability to vote for a choice (vote for 1 choices from a 4 choices for all questions)
4. ability to add comment
5. ability to up-vote or down-vote comment or a question

User (4 Levels)
1-Free User
- Ability to add question ( the question is either a text field or an image + select source of the question (from list the admin add ) + add subject (again from a list the admin set)
- Ability to add comment
- Ability to up-vote or down-vote comment or a question
- Ability to vote for a choice ( vote for 1 choices from a 4 choices for all questions)
- Can see 10 full Questions per day (full questions = question text/image+vote results +list of comments)
- Ability to pay via paypal then his account is activated for one year

2-Paid User
- Same as free users but
- Can see unlimited full Questions per day (full questions = question text/image+vote results +list of comments) until his subscription ends


3-Authors
- ability to add question (+1 source + 1 subject)
- Ability to add comment
- Ability to up-vote or down-vote comment or a question
- Ability to vote for a choice ( vote for 1 choices from a 4 choices for all questions)

4-Admin
- ability to add a user 3 levels ( free,paid , author)
- ability to see number of users ( free user, paid user,author)
- ability to ban any users (3 levels) > not remove but cant see anything
- Ability to add an exam and its subject + sources
