Opencart Consignment Based Module

We have a e-commerce store. We want to add a functionality of allowing any customer to sell their product on our platform. It is quite different from normal multivendor marketplace stores. We are already using Webkul Marketplace which allows suppliers to sell. But here we want individuals to sell their items, it can be one piece. They will not upload the product on the store, instead they will only mention that they have that model of that size in that price and then quantity and stock and price will be updated.

I have some reference will provide on request. They are consignment based stores where anyone can sell even their one piece. We are not sure how their backend works accordingly but what we have understood and thought, we are trying to create a process.

NOTE 1: As we have told, we are not sure how technical things will come into place to make the process better so we are open to bring changes in process as per the recommendation by you. If you can suggest an easier way to implement then we can think over it and implement the same but overall the concept will be same.

NOTE 2: I have tried to make it 2 times before by hiring developers and wasted all advance money. They couldnt developer it. So I would prefer to pay 10% as advance, 40% when Im satisfied with the work done and I have confidence on the project and rest amount all together at the time of delivery.
