Microsoft Power BI - Creating interactive dashboards and reporting system

PowerBI Top Resource needed to help develop a set of reports and dashboards relevant for retail industry.

Our requirements are to get the resource to build:
1. A set of dashboards that are optimised for access on: smart phones, tablet devices and desktop devices
2. Reports that are optimised for touch enabled devices for interactivity
3. Report and dashboard layout that are visually very appealing
4. Report and dashboard designs incorporate the latest best practices as prevalent in PowerBI development
5. Access rights for reports so that different roles may access the same set of reports but with different data sets i.e. access restrictions at field level or at data (e.g. region parameters) within the same field
6. A data fetch and refresh architecture which allows for caching of data for quick refresh and reports rendering
7. A reporting tool to use the native PowerBI features e.g. export to MS Excel, PDF print, sharing and email etc.
8. A method to create and extensible design to add or substitute reports based on user needs without breaking the entire user experience
9. A set of guidelines to be followed (e.g. optimal level of details, maximum number of fields etc.) to keep the look feel and interaction the same for future reports generation

All the database querying will be built by our internal team. The expectation is for the external resource to help optimise the queries and DESIGN the dashboards.

This is INITIALLY expected to be a 2 week engagement with approximately 20 hours of inputs.

The additional requirement is for the developer to add significant value in terms of:
- Automation of data refresh
- Optimizing calculations as these will run on transaction system database
- Very beautiful charts and outputs
- Maximizing the capabilities offered by Power BI or any such underlying tool in terms of access controls etc.
- Creating dashboards that can consume external data i.e. from sources other than core transaction system
- Building add-ons like Web Real Time Communication
- Creating mobile optimized data dashboards published on the web
- Possibly creating a stand alone native or hybrid mobile app.
