WordPress Error in establishing a database connection issue

I need someone to investigate an fix and issue with my WordPress website.

Website users report seeing error establishing a database connection intermittently.

My hosting provider say this may be. Due to an old form of MYSQL.

As part of this job I also need someone to look at potential issue slowing the site down and to offer/implement solutions where possible.
