PHP website down - need expert

I am currently looking for a PHP expert. Our site took a dive on Monday, the hosting company was able to bring it back up in the late afternoon. According to them there was some sort of file with incorrect rights. Tuesday the office worked fine on the site and then again on Wednesday the site went down and the hosting company decided to restore from one of their backups. Finally Saturday morning they said it was finished but not functional - ugh!

My current programmer fixed various errors but we are not sure what else needs to get done. The right person needs to be experience in: php 5.4 (old version), cackephp 1.3 (old version) and IIS (must have 100%).

Please let me know if you think you have the right qualifications.
