Land Planner Needed for Basic Design

I will provide the plans for a piece of property that I would like a concept subdivision designed. Its about 28 acres and lots look to be zoned for 7500sf. There is also a water/wetland protected area.

My main goal is to see how many lots could potentially be developed on the property. I want to determine if its a project that is financially viable.

Deliverable should be a pdf of site, the project files, and if its easy to complete, an estimate of cost to develop site (preferable, but optional).

Also attached is a plan review doc showing some special design considerations. Im not asking for all this to be done, I just thought you might be able to use it for something.
