Expert needed for Setting up Facebook Ads Account

We are having trouble in setting up Facebook Ads Account.

Problems:
- Facebook account getting locked frequently and not recieving OTP via Text Message.

- Ad Account getting disabled now and then.

- Page linked with the page gets unpublished due to policy violations.

And when sometimes the Ads are running, not all the campaigns get traffic,
Only one or two campaigns gets good traffic and everything gets low, and that happens to all campaigns simultaneously.

We need an Facebook Ads Expert to set up our FB ads account.
