Website Developer needed for company employee website

Hi there, our company need to hire a web designer that design an employee website to enhance our efficiency. You can utilize any platform or template necessary as this website will not be used by customers. The functionality is the focus here, the website needs to fulfill the functions needed for our work process. For every single order, the manager will first use their account to post the information and files into the website storage, there will then be a bidding system where first employees to confirm the order with their own account takes the work. after the work is done, the final files will be uploaded to the website and lastly, the companys proofreader will collect and download those file then send them to the client. the manager also needs to send message directly to the employee working on it through the website if additional revision is needed or customer service issue arises.

The freelancer is only responsible for building the site and my employee will run it. we do not need to sell any products on this website, it only needs to fulfill the work functions that I listed above.
My budget is about 600 cad dollar. and the deadline for this is half a month to a maximum one month.
