Developer needed for creating arcgis map layers to optimize property selection

In need of individual to first further refine the scope of this project. I am a real estate developer. I need to find parcels that meet different criteria. Some criteria are more important (i.e. rank higher) than others. I need a map that can layer the data of this criteria to select the best site(s). I have a lot of the data, but I need someone well-versed in arcgis, policy map, etc. to help determine whats feasible and then creating the map/map layers.
