Camera, video analytic detection of Oil Gas

Please read in full before responding. Ask any questions upfront so there is no confusion or misunderstandings. Need you to help us program & configure Ethernet enabled UV & IR Cameras with PTZ to reliably detect oil & gas, 24-hour operation. A video camera will be used to confirm only & be used to show the detected areas (from UV, IR cameras) overlaid for human confirmation.
Aligning, calibration parameters need to be adjustable for the 3 cameras.
Consider any & all sun inclinations & weather conditions.
Use ONVIF & GigE, for your software & interface
with our MS Visual Studio app. to provide pertinent info about its results. Do not modify any standard code you use from others so that in future any updates by them can be accommodated w/o affecting your code, in general. Keep any of the common code separate from the 2 scenarios of Oil , Gas detection. Create a test environment to help test the system.
We shall try to get the cameras, if needed & make them accessible to you. If any non-MS dll or compiled apps (whose source will not be made available to us) need to be used, you must get our approval before using them. The developed code will also need to be compiled using C so it can run on Linux box. Our budget is flexible.
All the developed source code will be owned by us & also you will sign a NDA. Provide an estimated delivery schedule & your development code will need to be reviewed by us weekly.
