BULK SMS SENDING SYSTEM AND WEBSITE FOR USE WITH TWILIO AND SMPP WIRELESS GATEWAYS

We need a Bulk SMS Sending System to use with the Twilio Network via http and also our wireless gateways via SMPP. The system needs to be able to send Short Code and be Very High Speed Capable. We also need a Front-End Bulk SMS Website Marketing System that connects to the SMS sending System. The SMS System needs a Client Account Creation and Account Management System which Includes the Following Features:

Backend ADMIN Account Needs to be able to:
1. Enable Paypal and Authorize.net
Gateways
2. MANUALLY Manage the Client Accounts to:
a. Add Credits
b. Subtract Credits
c. Turn the Account ON or OFF
d. ADD BALANCE
e. SUBTRACT BALANCE
f. SET RATES
g. Run Reports and Monitor Message Campaigns on Client Accounts
3. Automatically set DEFAULT RATE per message on Client Accounts
4. Automatically Change Rates once Client reaches specific message volumes
7. Enable / Disable which COUNTRIES Clients can send SMS to

CLIENTs need to be able to:
1. Create an Account
1. Create and Send Bulk SMS Campaigns
2. Do Two-Way Messaging / Receive Messages
3. Generate Reports to See Campaign Delivery Results
4. Automatically Schedule Campaigns and Resend Failed Deliveries
5. Make Payments and Add Balance Auto / Manually
