.NET Framework 4.7.2 Web App troubleshoot help needed

We currently have a .NET web app developed in Visual Studio 2019. We originally included two projects each with an API. We then tried combining everything into a single project using controllers and models and now find legacy references to one of the APIs that is no longer even on the same hard drive as the .sln.

Need help tracking down why code will compile but not run and still requires a .dll. The app continues to crash when looking for the API.
