Developer needed for chatbot development

We would like to build a Kakao chat bot preferably using Javascript. Some basic functions the bot should be able to do:
- Send a set of users an announcement message
- Receive and read private messages from users
- Create a group chat for some users
- Read messages from the group chat

Ideally, would like someone who has built apps / bots using the Kakao Developers API before so they are aware of the conventions.
