Create program to scour public databases for cold call phone numbers

Hello,

Im looking for a developer who can put together an easy to use piece of software that does the following

Takes a clients full name and scours multiple public databases for their phone number
Takes a clients phone number and scours public databases for their names and address

This program must be fast, efficient and reliable. No crashing, no bugs.

I would like like the option for the results of the search to be exported into an excel file/format.

Freelancer must:

Have 5+ years of developing experience
3+ referrals
Very clear English written and verbal communication
Creative and innovative (I want you to come up with ideas that are better than the ones Im giving you).
