Neural network for prediction of horse racing results

Experienced freelancers only with strong knowledge in creating ANNs and Deep Learning.

The project will involve creating an ANN to model horse racing results.

I have a large dataset of many thousands of horse races over several years. The network will take as input, all the horses in a particular race, and their corresponding features. The number of horses in each race will be variable, so there could only be 5 horses or there could be 20. The model should output the expected finishing position (ranking).

The model should be written in Python. As the freelancer I need you to do everything from start to finish, from preparing/splitting the datasets to building the model, refining/optimising it to gain highest accuracy, and testing it on unseen data. (The raw data should be fairly clean but might need a few small refinements.)
