Network technical support needed to document a solution to operate two network clusters.

A documented solution is required.

Note- its just to create a document of the solution, not a real-life implementation.

Question:
Two small size network clusters and a server need to be created in a free open source cloud platform. Then want to communicate with the clusters using the server.
Need to send some random traffic (message) from one cluser to another cluster.
Need to upload program on cluster, manipulate it and transfer it to another cluster.

is this possible?
if it is possible then need the solution to do that.
