Widows Server 2019 Standard Configure Software and network

My Office and Warehouse is on Collier near Central. Menife employee home office is near Canyon and 1 mile north on Goetz Road, Oceanside home/corporate office near College and 78

Situation:

Lake Elsinore Server and Backups were stolen.

Infrastructure that exists:
Lake Elsinore:
Ubiquity Firewall, Netgear POE and Standard Switch with Network Cat 5e cabling in place
4 Users and 2 empty seats need network connectivity
Currently can multi user remote desktop to Oceanside for QuickBooks etc.

Oceanside:
Ubiquity Firewall, PC Desktop, Synology DS214play NAS, Backup drives in place
PC can see Network but not connect w/o server and no longer has connectivity to local NAS (need to use web browser or NetDrive to access)

Goals:

New server with Windows 2019 Server Standard is in place. Need software configured
Need Active Domain set up with: 4 current users, 2 future workers same names as before
Need Remote Desktop Set Up for 4 current users
Need 2 Terminal Servers: One with Planswift and QuickBooks Installed, One for future testing
VPN set up
Data: folders/drives with same names as before

Backups:
Local Daily System and Data
User Systems
Weekly Clone of server system drive

Oceanside:
Mirror Local Backups
Real time Sync Data with Server on NAS
I will set up NAS back ups

Menifee:
Install Ubiquity Firewall for same as in office connectivity
Mirror Local Backups

ALL: Make sure the set ups are protected and secure
