Software for Post Processing of Logged Data - CSV File to Excel Graph (or Equivalent)

We have a data logger (Brainchild V18, user manual can be supplied) that records to a CSV file temperatures, pressures etc vs time on a piece of equipment we use daily. We then have a small bit of software that processes the CSV file and puts it into an Excel file for manually plotting the data to confirm the process was run correctly for the parts put through it.

We need to re-write the existing Visual Studio code (in another language is not a problem, its not complex code) we have to fix some of its minor shortcomings, and ideally also:

-Be more reliable and easier to use
-More clearly warn users when it is not working
-Do some checking and analysis of the data to produce summary statistics warning of errors (an exact written spec for these checks is something we have written currently)
-Run faster and potentially near real time (a wish list/optional feature)
