Developer Needed to Build and Architect Website for Certification Program

Beginning stages of a building a company to hold Real Estate Property Managers to the standard of Association/Community CC&Rs.

Looking for an individual with experience building websites and applications via WP, Wix, etc... and finding and utilizing open source (or even paid) applications to handle certifications. The website will need to have a general marketing component and will need to host a certification component. The certification will be a list of defined requirements that the users will have to meet. Requirement examples:
- Clean Common Areas Weekly (Due Dates/Frequency)
- Annual Fire Maintenance (Due Date)
- Annual Pool Maintenance (Due Date)
- Etc...

Each of those will need to be check items to ensure they are done. The Property Manager is to submit a paid service invoice within X days of the Due Date to ensure they completed the action. These are not just the job requirements - Im looking for someone that can help build out the entire website and technical specs. It doesnt have to be PERFECT, but it needs to be a start to Version 1, be usable, demo/testable, and able to have paying customers (not to scale, but at least to handle up to 100 customers). In a future phase, there will not only be one Standard Certification list, but can have custom or multiple depending on location, building, etc... The users will need to login and be able to submit their data for review.

Im looking for someone that can hopefully take ownership of the entire website/technology aspect of the business with little direction.
