Developer needed for getting precision GEO Location using Laptop Browser

Looking for some help to find precision geo-location to fence users within 10 meters radius of a location. Users should not be able to login to a web application when he is out of the range (forced sign out).

FYI.. Mobile devices give proper location but the same does not happen while users are accessing through a laptop via browsers.
